Alkenes reacts with NOCl where NO+ and Cl- so eletrophilic addition at polarity of alkene.

Because NOCl --> NO+ Cl- ( Bond Oreder =3 )While NOCl --> NO- Cl+ ( Bond Order =2.5 )Having bond order =3, NO+ Cl- is more stable instead of NO- Cl+ having bond order 2.5 is less stable...Arnaw Vishwakarma.
