because alcoholic KOH convert single bond to double bond but with aqueous KOH , it don`t react on bond ( eg. If there is a single bonded carbon on substrate side then the product will the only single bonded carbon)

because alcoholic koh acts for dehydro halogenation . so when it removes a halogen ion from haloalkane it actually attaches it with its k ion and the rest part of koh , that is oh ion removes a h ion to make a molecule oof water. the loss of both halogen and h ion from haloalkane without addition of any similer ions causes a chaose for which the double bond comes .
