Hi dear, The correct answer is (A)- 1butene because alcoholic KOH convert single bond to double bond but with aqueous KOH , it don`t react on bond ( eg. If there is a single bonded carbon on substrate side then the product will the only single bonded carbon)

C-C-C-C(Cl) is decomposed to an alkene with the alpha H and the OH of KOH removed as water so the and is But1ene

It is alcoholic so it .undergoes elimination. Prior to it it's a strong base so e2 mechanism is favoured so no rearrangements.
