What is called a valence band and the conduction band?

In a crystal,  the energy band which includes the energy level of valence electons (electrons in the outer most orbit) is called valence band and the energy band above the valence band is called conduction band.
At absolute zero the conduction band is completely empty, while the valence band will contain all the valence electrons.

The valence band is the highest range of electron energies in which electrons are normally present at absolute zero temperature, while the conduction bandis the lowest range of vacant electronic states.

at the room temp . the valence band is full and the conduction band are empty for an insulator . 
and the gap between the valence band and conduction band is called as forbidden energy gap .
