Dear Student, 
The ground state vitality here is the aggregate vitality. - 13.6eV is the coupling vitality of the electron to expel it from close to the proton and move away. However the aggregate energy= - Kinetic Energy 
Active Energy=13.6eV 
Potential Energy+Kinetic Energy=Total Energy 
=>Potential Energy = - 13.6-13.6= - 27.2eV
