Let Carbon be placed at origin (0,0)and Oxygen be placed at x axis at distance  (1.2*10-10,0)/
Masses of :
Oxygen =16 
Carbon=12
Therefore COM=m1x1+m2x2/m1+m2
                           =12*0+16*1.2*10-10/16+12
                          =19.2*10-10/28
                          =0.685*10-10
Therefore option 1 is correct
