Can we find magnitude of nuclear force in the manner mentioned in the image???

I am trying to clear teh concept here:
The nuclear force would be definitely valid if the force is considered b/w the two nucles or may be other charges like proton with nucleus or elctron with nucleus.
The force would be calcultaed evrytime since they possess any type of charges.
