We know that, the refractive index μ is given as 1μ2 = sini/sinr = v1/v2 where v1 is the speed of light in air/vacuum and v2 is that in the medium. If the light goes from rarer to denser medium, 1μ2 > 1 or v1> v2 Hence, a medium is said to be denser if the wave velocity in it is smaller.

Amaterial is optically dense if its refracive index is high. The refracive index is the ratio of velocity of light in air to velocity of light in medium. Thus if velocity in medium is low, the refracive index is higher and hence it is dense.
