To regain the balance turn your body right. At first this seems logically incorrect to turn in the direction of fall, however to support the body against the torque, one must turn in the direction of the fall and maneuver his body. The turning makes it easier for the person to generate large normal force from the rail and the closing the body moves the center of gravity towards the center of mass. Together, both can give sufficient time to regain balance if the magnitude of torque can be compensated by them.
It is important to note that if the person turn right he would not be able to use the normal force generated using the feet because the force would act harder on the knees which are not capable of standing the large forces, and eventually one would fall.
While moving to the right, the person can use the large normal force from the floor without stressing his knees much.
