The relative velocity of falling bolt from an elevator is zero which is ascending upwards because before falling the bolt was part of the elevator and both(bolt and elevator) were mocing with the same velocity and the moment where the bolt separated from elevator it was having the same speed and hence their relative velocity is zero.

In General for relative velocity of two bodies to be zero , booth the bodies need to have the same speed and move in same direction.
