Why is the finite angular displacement a scalar

When you say scalar it is all about magnitude ,then if you say vector so direction plays a role , so here movement is circular path , consider to many tangents to define the direction ,so ..it have many Direction or different at different points ,so angular displacement or circular motion is scalar
