Why is it difficult to pull apart 2 glass plate with water in between them?

When two very smooth flat surfaces such as glass are pressed together you no longer have atmospheric pressure on the area between them. A small amount of water between the surfaces seals the `vacuum` between the plates and makes it difficult to separate them (apart from sliding them apart).
