The velocity of projectile motion can be broken into two components valong x axis or horizontal and vy along y axis or vertical. At the highest point vy becomes zero as gravity decelerates the body. However along horizontal direction no force is acting therefore along horizontal body moves with same velocity all the time. Hence when vy becomes zero only vx acts thus giving it a horizontal velocity only.
After that time instant body starts to gain downawar velocity due to gravity again thus completing the second half of projectile motion
