firstly, you need to understand the centrifugal force is not a real force in physics. suppose you are sitting in a car, you know that friction from the ground provides a force which turns the car in a circle, this force is called centripetal force which is provided by friction and it is necessary to take a circular turn. Now suppose you are not looking outside but only looking the floor of the car then with respect to you, the car would be at rest and then you must think of any other force which will balance the centripetal friction. so, this imaginary force is called centripetal force. It is only applied in accelerating frame like car and not in an inertial frame.
