If earth`s rotation increases to 17 times of the present value of rotation, the centrifugal force will be equivalent to the force of gravity between the object and earth. But the interesting thing is that there will be no change in the value of weight at poles as the effective radius is zero resulting in zero centrifugal force, causing no change in weight of the object. If Earth stops rotating the centrifugal force ceases to act causing an increase in weight.
