When raindrops fall under the influence of the drag force, they experience deceleration in the upward direction. When the magnitude of this deceleration is equal to the acceleration of the raindrops, there is no net acceleration possessed by the drops. The drops have now attained a terminal velocity and continue to fall with the same.
The drag force experienced by the raindrop is bv whereas the downward force on the raindrops is equal to their weight, that is mg . When the weight of the drops is equal to the drag force, the terminal velocity is attained.
