HiiIt is analogus to the inertia of rectiliniear motion in circular motion .It is calculated by finding the product of mass of every particle and its distance squared when calculated from axis of rotation
Well..you can consider this as mass of a rotating body.in rotational mechanics it is analogus to mass in rectilinear motion.it is always associated with an axis.without this axis it has no meaning.
