What is distinction between inertial reference frames and those differing only by a translation or rotation of axes?

Essentially none. The laws of physics are the same when the coordinate system is translated, rotated, or boosted (i.e., increased by a constant velocity). This results in conserved quantities: linear momentum, angular momentum, and energy. It works in classical, relativistic, and quantum systems
