ring gets thicker, but also larger.
Think of looking at the ring through a slightly magnifying glass (say with a magnification of 1.01x, which will add 1% to all dimensions. 
Then everything will be enlarged: the outside diameter, the thickness, but also the diameter of the hole.

Iron rod emits thermal radiation due to increase in temperature on heating.As the temperature increases the kinetic energy of the atoms of iron rod changes which results in charge acceleration and /or dipole oscillation of the charges in the atoms of the iron rod.The motion of charges produces electromagnetic radiation.
 
During heating, the electron is accelerated and emit radiation.It emit radiation until it is being accelerated and afterwards acceleration is slowed down and the electron moves with the original motion.
 
According to Wien’s law, the wavelength of the radiation emitted by a blackbody is inversely proportional to the temperature.Therefore, on increasing temperature, shorter wavelengths and thus high frequency wavelengths are emitted.Hence, the frequency of light emitted by rod increases with increase in temp.
