A liquid in a container is said to exert negative pressure if the pressure of the liquid inside the container is less than the surrounding pressure. This makes to exert a force on the container. Normally, the pressure of the liquid inside the container is greater than the surrounding. Therefore, the meaning of the negative pressure is that the pressure of the liquid is lesser than the pressure of the surrounding atmosphere.
