Inertial frame is the reference frame where the partical inside it follows newton`s laws.In the non inertial frame the net acceleration is not equal to zero. So the partical inside the reference frame does not follow newton`s laws are not applicable.SHM of a partical remains same in both inertial and non inertial frame.
