The usage of the term depends on the perception of the term energy crises. If one perceives energy crises as the difference between the rates of production of energy against the rate of its consumption, then power crises can be an appropriate term. The power crises in this case would highlight the effect of the rate at which the energy is consumed by a given population. In the situation when the rate of consumption is higher, the power crises factor would be large.
One can also perceive the term power crises, as specified above by assuming the situation in which the rate of consumption of energy is not large enough to be met by the rate of production. In this case the power crises factor would be small accounting for the very same fact.
Energy is useful in a sense that it highlights the amount of useful work that can be extracted while the power is useful in a sense that it highlights the rate at which the work has been extracted. Therefore “power crises”
