							Two surfaces moves against each other when the forces pushing on them overcomes the static friction between the surfaces.
In that context, if the surfaces push against each other but they do not manage to overcome the static friction between them, they do not appear to move against each other. I
t is important to note that, in spite the fact the surfaces are at rest relative to each other, the molecules of one do pushes on to the other, it is just they cannot overcome the frictional forces holding them intact.
