Consider the speeds of the two rowboats to be the same. When the two rowboats are moving parallel to one another in the same direction, the speed of the water flow near the rowboats decreases. While the flow of the water in the region between the two boats increases. According to Bernoulli’s equation, the pressure decreases where the speed increases and the converse. So, the pressure of the water flow near the rowboats is higher than in the region between them. The high pressure region pushes the rowboats to the low pressure region. Therefore, there is attraction of the rowboats.
The reasoning is the same for the two automobiles moving parallel to each other.

Pressure is inversely proportional to velocity So when the speed of water between these two boats increases then pressure decreases. On the other side of boats velocity of water decreases and pressure increases thats why they are attracted to each other
