Dear student,
Question 1 isnt clear, please check the question again.
For Question 2, any particular taxi from Y to X will meet 13 other taxies going from X to Y.
The reason being, after starting the Taxi from Y would meet 12 taxies, after every subsequent interval of 10 mins and just at the time of starting, one taxi would reach at Y and thereby the total no of taxies being met are equal to 13.
