Use vector approach for two dimensional motion analysis.
First find the velocity components, that is x and y component of velocity at 10 s, then calculate the velocity at that instant.
v_{x}=\frac{\mathrm{dx} }{\mathrm{d}t}=4t+6 \\ v_{x@10}= 46\vec{i} \frac{m}{s} \\v_{y}=\frac{\mathrm{dy} }{\mathrm{d}t}=2t+2 \\ v_{y@10}= 22\vec{j} \frac{m}{s} \\ \\v_{@10s} =46\vec{i}+22\vec{j} \\ \\v=\sqrt{46^{2}+22^{2}} = 50.99 m/s
