torque = \mu x B
\mu = IA = 4 X 10-3 x 6.2 = 4.84 x 10-2 Am2
So, torque = \muB (angle between them is 90)
For maximum torque,
Area should be maximum, as B is given constant.
For a fixed length (perimeter), Area is maximum in case of Circle. (You can find it by using derivative concept)
So, 2\piR = 2 x (5 + 8)= 26
