Moment of inertia of a body is minimum about an axis passing through its center of mass.
Moment of inertia of the about any other parallel axis is greater than about an axis passing through its center f mass.
⟹I2>I1 (if the axis are parallel)

Three identical balls are placed on a frictionless horizontal surface touching each other. They stick to each other because of adhesive.
