Yes, it is possible to find two observers who disagree about the time order of these events.
If two observer moves with speed u with respect to each other, then two observers will not measure the two events simultaneously, but if they are rest then the two observers will measure the two events simultaneously. Thus each frame of reference has its own particular time. Therefore it is possible to find two observers who disagree about the time order of these events.
