the law of conservation of linear momentum is only valid until an external force is not applied gto the system that means all the external forces would turn upto the internal forces and would not count to the system applied and hence the Momentum conservation is valid.
ANd hence the Newton First’s law states the that the force would continue in motion until an external force is not applied onto the system.
