yes ,if torque is acting perpendicular to angular momentum then angular momemt is conserved.consider a ball spinning in a bowl(frictionless) two velocities are present horizontal and downward...the horizontal angular momemtum is conserved because it is upward but toque by gravity is tangential that is why while spinning balls rotational speed increases generally
