In rotational mechanics what does the value of torque signifies ?

In rotational mechanics Torque would signifies in two ways.
Firstly as:
T = r x F
where F is the twisting force acting at r distance from the point of rotation.
Sencd:
T = I*a
where I is the moment of Inertia and a is the angular accleration from the point of rotation.

it is equivalent to what force is in rectilinear motion but this is only defined for rotational motion.
It is defined as force arm * force .Some of the books might tell you the other way round but make sure that you understand it is a vector quantity and direction of application is as important as its magnitude.
