it is beacuse of the easy calculation purpose , if we will take the water as moving , then the calculation will be bulky and that effect the value of the velocity of the swimmer also , 
and also , in most of the ques the velocity in which water is moving , not mentioned , 
so, in that case for simplicity of calculation we are assuming it as still water . 
EVEN IN ONE YEAR JEE ADVANCED ASKS THIS QUES AS THAT OF MOVING WATER ..
