Firstly, a projectile motion is a combination of horizontal and vertical motion.
At the topmost point of it's trajectory, the particle possess only the horizontal component of it's initial velocity.
So, if the initial velocity is u
Horizontal component of initial velocity = ucos@
And at the topmost point, velocity of particle = u/2 (given)
So, according to the condition given, 
ucos@ = u/2
Hence : @ = 60degree
