Component of tension balances the weight. Horizontal circle is not perfectly horizontal when such circular motion is performed in real life. As it becomes perfectly horizontal, body comes down a bit (due to mg) and we have to increase the velocity (Hence Tension) to provide a vertical component of tension to balance mg.
