the block will take infinite time to come to rest w.r.t the cart because the surface of the cart  is smooth hence it is frictionless i.e. thier is no external force to stop the block so according to first law of motion it will remain in moving condition..

If block come to the rest with respect to the cart then both will have same speed in ground frame.
It is given by : mv/(m+M), it is in accordance with the conservation of linear Momentum in horizontal direction as no external force is acting on the system in horizontal direction(Where m is mass of block and M is mass of Cart).
