Time it takes for ball to reach plate: 
(60.5 ft) / [(92 mi/h)(5280 ft/mi)(h / 3600 s)] = 0.448 s 

distance ball falls: 
y = gt^2/2 
y = (32.2 ft/s^2)(0.448 s)^2 / 2 
y = 3.23 ft 

This is between 1.30 and 3.60 ft so, yes, the pitcher can keep this pitch within the strike zone.
