If a coolie takes luggage on his head up a slant staircase, is there any work done? Does he do work?

no work is done as the luggage didn’t have any displacement with respect to the coolie ( From frame of reference of man). Actually only one force is acting in the luggage, i.e. , the normal reaction due to man in the positive y direction ( this time talking from ground frame ) whereas the luggage had displacement in the +ve x direction. 
N.dS = 0.

Coolie is exerting a constant force upward, hence work should be  done by him. Relative displacement is not required (otherwise no work would be done even when a man pushes a box on the floor)
