Answer to the first question
According to Newton's third law, every action has an equal and opposite reaction.... But the forces that is action and reaction act on two different bodies. We can only cancel or balance forces when they act on the same body.
It can be imagined like if you are applying a force on a table the table will apply equal and opposite force on you. Here it will not balance the force because they are acting on different bodies. 
I hope it is clear..
