```							Answer should be 0. Limiting friction(max friction) for 2 kg block is umg = 0.3*2*10 = 6 which is greater than the force applied(4N) thus 2 kg will remain as it is.( Static friction is a self adjusting force , it will adjust its force to 4 N from 6 N to counter the applied force)For 4 kg limiting friction is 16N which is also greater than 15N(applied force)Thus 4 kgblock  will also remain as it is...Thus no tension force is required to balance the applied force(15N and 4 N) as friction force is sufficient to balance them.Thanks.
