you could say that when the earth rotates the diameter of the Earth is larger at the equator than it is at the poles making more mass beneath you which creates more gravity so a person's weight can increase ever so slightly because of the greater gravity.

The above answer is wrong.As earth rotates any body placed on its surface moves along the circular path and hence experiences centrifugal force and it`s apparent weight decrease. The magnitude of centrifugal force varies with latitude so apparent weight of body also varies with latitude . mg`(apparent weight due to rotation)=mg-(angular velocity of earth × radius of earth ×cos2×latitude).The latitude at equator is 0°so putting this value in above expression we get mg`=mg-(angular velocity ×radius) so the apparent weight of body in equator is less than its actual weight due to rotation of earth
