How can we know that in a rotational motion, any torque is applied or not? And where should we apply the conservation of angular momentum?

FIRST WE SEE THE DIRECTION OF FORCE AND THEN WE SHOULD APPLY T=RXF .HERE R IS PERPENDICULAR DISTANCE FROM LINE OF APPLICATION OF FORCE . CONSERVATION OF ANGULAR MOMENTUM SHOULD APPLIED WHERE NET TORQUE IS CONSERVED
