It is a case of translation motion without rotation. The force should act at the centre of mass-
 
 = 2ml + 2 ml /(2 m + m) = 4l/3

Dear student 
It is the case of Translational motion without rotation. 
Force shuld act at the centre of mass
Tcm = (m*2l +  2m*l )/m+2m = 4l/3
