When the child is at rest position, there is no net external force acting on the child. So there is no work done on the system resulting there is no energy. The child starts to swing by applying some energy from its own. This energy makes the child to swing further height. By supplying additional energy, she can swing further high with large amplitude. Therefore the system will oscillate from its rest position to large amplitudes.
