Displacement is a vector quantity (both angular as well as linear). To check the direction "curl your 4 finger of right have from 0 towards any value of angle, your thumb (the remaining 1 finger) is showing the direction of anglular displacement".
In short if theta is in anti-clockwise direction on the paper then direction is outward perpendicular to plane of paper.
