Cats increase their rotational inertia by stretching themselves during the flight. Since no external torque acts on the cat, the change in angular momentum must be conserved, and to ensure this, the increase in rotational inertia must be compensated by decrease in angular velocity.
The lower angular velocity of the cat gives her stability and the cat manages to land on her feet even when dropped upside down.
