When the vehicle rests on a horizontal floor, its whole body weight is perpendicular to the road.. So, horizontal component of its weight is zero and vehicle can move freely.

But, in case of an inclined one, its weight isn't perpendicular to the road.. So, a component of its weight acts down the road. When this exceeds frictional force, the vehicle slips.

So, if the road is inclined at an angle of 15degrees, then its frictional force must be greater than m*g*cos15 for the vehicle not to slip..
