Can there be any pilley system with zero tension but it nt a free fall ?

Yes, if the masses at both the sides of the pulley would have the same accleration.
Hence balanced and doesn’t depends on the whatever the masses of blocks.
The Tension force hence keps the masses at a fixed path distance.
