Yes, it can be a decreasing curve given a> 0 and decreasing, but only if it stays greater then zero.
Suppose a force acting on a particle decreases with increase in distance(like repulsion between like charges). So as the particle moves farther away, acceleration(force) on it reduces but the velocity keeps on increasing.
