Can a same body have two different velocity at the same time?

Yes, it is possible. State of motion or rest is relative. It depends upon the frame of referencd taken. For example, I am sitting in a train and it started moving. With respect to a person on the platform, I am moving with a certain velocity but with respect to a co passenger, I am at rest.
